    A day before all non-Career Executive Service Officials (CESO) would have been thrown out of their jobs, Malacañang issued on Friday a new memorandum circular extending their service, thereby amending the very first memo dispensed by the President when he assumed office on June 30. Non-CESOs have been permitted to stay in their positions until October 31, instead of July 31.
