    Typhoon "Quiel" gained strength as it moved closer to the northeastern seaboard of Luzon, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), which raised Storm Signal No. 3 over 10 northern Luzon provinces.

    Flooding in the Pampanga River Basin "is expected to persist for several days" but the waters are "slowly receding" according to the Flood Forecasting and Warning Center of the PAGASA Hydro-Meteorology division. However, the forecast does not yet factor in the approaching Typhoon "Quiel".

    The head of an environmental group on Friday called on the government to implement planned flood-mitigation projects, particularly in the provinces of Pampanga and Bulacan which are being ravaged by floods. Jose Ma. Lorenzo Tan, chief executive officer of WWF Philippines, said the government's strategy of releasing waters from nearby dams simply do not work anymore and are not "climate smart."
